Cobb Transportation Plan virtual meetings, town halls scheduled

Submitted information:Cobb Transportation Plan town halls

Cobb County last completed a Comprehensive Transportation Plan in 2015 — and much has changed since then. Our population has increased and transportation needs and opinions have shifted within the county and region. New technologies and transportation solutions are also available that can enhance and transform Cobb’s future transportation system. To leverage these new tools and strategies, Cobb County and our cities are embarking on CobbForward, the county’s Comprehensive Transportation Plan for 2050. Your feedback and participation in CobbForward will help shape the future of transportation investments in Cobb for the next 30 years.

CobbForward is gathering public input on a series of surface transportation (pedestrian, bicycling and trail) and transit projects. Cobb Department of Transportation staff has many ways for you to be involved:

Metro Atlanta gas prices jump more than 30 cents in a month

Metro Atlanta gas prices
Gas prices in East Cobb are hovering around $2.55 a gallon, a little below the metro Atlanta average.

Submitted information from AAA Georgia:

Georgia gas prices  increased at the pump compared to a week ago. Georgia motorists are now paying an average price of $2.57 per gallon for regular unleaded gasoline. Monday’s state average is 6 cents more than a week ago, 33 cents more than last month, and 29 cents more than this time last year.

It now costs motorists $38.55 to fill a 15-gallon tank of gasoline; that is $1.65 more than what motorists paid in January of 2020, when pump prices hit their peak of $2.46 per gallon.

“Because U.S. crude production was offline due to the Gulf Coast winter storm we can expect gas prices to be impacted,” said Montrae Waiters, spokeswoman, AAA – The Auto Club Group. “Georgians should anticipate pump prices to rise this coming week.”

NATIONAL AVERAGE CLIMBS AS CRUDE PRICES INCREASE

Since last Monday, the national average for a gallon of regular gasoline has increased by 9 cents to $2.72. The national average continues to increase as crude prices march higher. Gas prices have also increased from longer-than-expected refinery outages due to last week’s winter storm that impacted the Gulf Coast. As refineries restart and resume normal operations, supply is expected to increase in impacted areas and should bring stability to pump prices.

At the close of last Thursday’s formal trading session, WTI increased by 31 cents to settle at $63.52 — the highest settlement price since May 2019. Crude prices have increased this week due to growing market optimism that as vaccines become more available, crude demand will recover. Prices continue to increase despite the Energy Information Administration’s new weekly report revealing that total domestic crude inventories increased by 1.3 million barrels last week, bringing the supply level to 463 million barrels. However, if market optimism continues to increase, crude prices will likely end the week higher.

REGIONAL PRICES

Atlanta ($2.57)

  • Most expensive Georgia metro markets – Savannah ($2.62), Brunswick ($2.61), and Valdosta ($2.58).

  • Least expensive Georgia metro markets – Catoosa-Dade-Walker ($2.51), Rome ($2.52), and Athens ($2.53).

Jefferson Township Parkway lane closed due to rain erosion

Jefferson Township Parkway lane closed

Cobb County DOT is saying this weekend that traffic on Jefferson Township Parkway, located off Sandy Plains Road in northeast Cobb, is reduced to one lane for the time being.

The cause is erosion due to heavy rain.

The road is residential, serving the Jefferson Township neighborhood off Sandy Plains Road, near Alabama and Woodstock roads, and close to the Cherokee County line.

The county didn’t indicate how long the closure might last, but said it would do so until repairs can be made.

Update: Willeo Creek bridge replacement closures, detour map

Willeo Creek bridge replacement closures
For a larger view, click here. Source: City of Roswell.

Some initial lane closures got underway this week for the upcoming Willeo Creek Bridge replacement project we noted a few weeks ago, when final funding was approved.

Cobb County Government and the City of Roswell announced this week more of the timetable for the joint project, which which close the bridge entirely for four months.

The 60-year bridge will be replaced with a wider bridge that will include room for cyclists and pedestrians, linking existing sidewalks and trails between Willeo Road and Lower Roswell Road.

The full project, which has been delayed a few years due to amendments with an intergovernmental agreement, will take a year to complete.

Another such amendment will come before the Cobb Board of Commissioners on Tuesday. Another cost increase has pushed the final tab from $2.3 million to $3 million with Cobb and Roswell paying for an equal share.

According to Tuesday’s agenda item (details here and here) the additional funding is necessary for environmental mitigation purposes.

According to a video released by Cobb on Wednesday, the bridge closing is expected to begin sometime in the late spring or early summer, although a specific date has not been determined.

That means that East Cobbers using the bridge that connects the roundabout at Lower Roswell Road and Timber Ridge Road with Willeo Road for riverfront recreation and other activities in Roswell will have to use an alternate route while the bridge is closed.

The City of Roswell has drawn up a map of that detour above, and the Cobb video said further updates on when that alternate route will begin will be provided on the city website.

That includes taking Timber Ridge to Roswell Road (State Route 120) and heading east as it becomes the Marietta Highway in Roswell, then turning right on Willeo Road.

Cobb approves funding for Willeo Creek Bridge replacement

Willeo Creek Bridge replacement

After several delays, the Cobb Board of Commissioners this week approved a $2.3 million contract to replace the Willeo Creek Bridge, which connects the city of Roswell with the roundabout at Lower Roswell and Timber Ridge roads in East Cobb.

The low bidder of six was Baldwin Paving Co., and the funding will come from the county’s 2016 SPLOST.

The joint project with the city of Roswell will replace the 60-year-old, 120-foot long bridge at Lower Roswell Road and Willeo Road in Roswell.

The construction also will include guardrail improvements and a pedestrian sidewalk along Lower Roswell.

The process to replace the bridge started in 2015 with intergovernmental agreements between Cobb and Roswell. There were language revisions in 2017 that called for both jurisdictions to share engineering, utility relocation and construction costs.

They are individually responsible for right-of-way acquisitions, with Cobb DOT overseeing all engineering and construction activities.

A change in state law and more language clarifications prompted another change in the IGA in 2018.

Cobb has spent $571,000 for engineering and design work, and in October the city of Roswell spent $70,000 and began expedited right-of-way purchases.

According to a Cobb DOT agenda item at Tuesday’s meeting, the project will take a year to complete.

Cobb Commissioner Bob Ott, whose District 2 includes the bridge area, said he was very glad to be able to vote for the project before he leaves office at the end of December.

Funding OK’d for Holly Springs-Old Canton traffic project

Holly Springs-Old Canton traffic project

Cobb commissioners on Tuesday approved a $690,809 contract for traffic improvements at the intersection of Old Canton Road and Holly Springs Road.

Funding for the project is provided in the 2016 Cobb Special Purpose Local-Option Sales Tax (SPLOST). Glosson was the low bidder against six other companies, and the measure was approved by commissioners on their consent agenda.

A total of $1 million was budgeted for the project, which will include the construction of pedestrian refuge islands, a guardrail, signage and striping at a three-way intersection.

About $170,000 has been spent in initial costs, and another $27,000 will be spent to relocate water lines (to be paid with Cobb Water System funds).

Initially the project called for a roundabout, but that option was removed after feedback from the community and Cobb DOT staff after open house sessions.

What’s shown above is a concept map; to see a larger view click here.

The project is expected to take around six months once construction begins.

East Cobb road closures, traffic updates in the wake of Zeta

East Cobb road closures Zeta

SATURDAY UPDATE:

Several thousand electric customers in Cobb remain with power, and a number of roads are still closed due to downed trees and power lines.

On Saturday afternoon Sewell Mill Road was closed off at Benthill Drive, also close to Pine Road, which can be used as an alternate.

A little further up in the Mountain Creek neighborhood of East Cobb, reader Tracy Cullo sent in photos of her house getting hit by trees early Thursday morning.

She reports that everyone is safe; the tree landed on a roof and nearly missed one of her daughter’s bedroom windows by six inches.

Send us information about conditions in your area, and photos to share, if it’s safe for you to do so: editor@eastcobbnews.com.

ORIGINAL STORY:

Earlier Thursday we got a reader photo of a downed utility pole and trees across Sewell Mill Road.

As the sun came out Thursday afternoon, the same vicinity of Sewell Mill, on either side of Bill Murdock Road, had been blocked off.

There are downed power lines amid the trees, and there was no sign of any work crews that had arrived to repair the damage.

We took the photo above at the intersection of Sewell Mill and Mooregate Drive, the entrance to The Oaks subdivision, and it was one of many areas closed off to traffic and likely will be into Friday.

We drove around some other areas of East Cobb and can report that Robinson Road is closed at Fox Hollow Parkway, near Indian Hills, as Cobb DOT crews are on the job cleaning up a significant amount of downed trees and electrical crews are repairing power lines.

A bit west of that, also along Robinson Road, tree damage was serious at Fullers Park Drive, and the westbound stop sign also had been blown down.

Robinson Road at Fullers Park Drive

We also saw that Old Sewell Road is closed off at Brookcrest Drive, at the southern entrance to the Gant Quarters subdivision.

We’ll be adding more road closures here as we get them; as of 4 p.m. Cobb DOT hadn’t issued a specific list.

Period updates by Cobb government are being provided on the county website.

As of 4 p.m. Thursday, many, many traffic lights are still out in East Cobb, including at major intersections, creating lengthy bottlenecks.

If you come to an intersection without a functioning traffic signal, treat it as a four-way stop.

Roswell E Piedmont no lights

The wind and rain that swept through East Cobb early Thursday morning from Hurricane Zeta left massive amounts of tree damage, with limbs, leaves, pine straw and other debris strewn about the area.

At 3:30 p.m. Thursday, the Cobb County School District announced that all Friday classes were canceled, but extracurricular activities would go on depending on whether a school has power.

More than a million metro Atlanta electricity customers lost their power during the storm, and quite a number of them in Cobb are still without power.

Cobb EMC reported that as of 4 p.m. Thursday, 50,000 of its customers are without power, and it has restored service to 42,000 customers.

If you’re a Cobb EMC customer, here’s an outage map that shows several thousand customers also without power, but no estimates are available yet.

Georgia Power also is reporting customers without electricity in East Cobb and has an outage map and the estimated number of customers without electricity.

Octavia Lane tree 1

Also be on the lookout for damage on side and neighborhood streets, which figure to be the last to be cleaned up by work crews.

Here’s a tree nearly pulled out of the ground in the front yard of a home on Octavia Lane at Octavia Circle, between Roswell and Sewell Mill Roads and west of Old Canton Road.

Reader Ann Maxwell sent in the photo below of some new visitors to her neighbor’s back yard in the Murdock Road area, after the storm knocked down a fence.

Woman dies in crash near Johnson Ferry-Shallowford intersection

Johnson Ferry-Shallowford intersection closed

Cobb Police said a woman died Tuesday morning when her car collided with a dump truck near the Johnson Ferry-Shallowford intersection.

Police said Janet Muse, 62 of Roswell, was pronounced dead at the scene.

She was driving a 2010 Lincoln around 10:40 a.m. and was attempting to turn left from Chimney Lake Drive on to Shallowford Road eastbound when her car was hit by a dump truck heading west on Shallowford, according to police.

Police said the truck, driven by Keith Rosado, 50, of Cartersville, had a green light, and struck the driver’s side of the Lincoln in the intersection.

Police said Rosado was unhurt. The crash investigation is continuing and anyone with information is asked to call Cobb Police at 770-499-3987.

The Johnson Ferry-Shallowford intersection and surrounding areas were closed for a time after the accident but traffic reopened by mid-afternoon.

ORIGINAL REPORT, 1:30 P.M.

The busy intersection of Johnson Ferry Road and Shallowford Road is closed due to a fatal crash Tuesday.

According to a Cobb government message posted around 1:20 p.m., the accident vehicles have been cleared, but Cobb police and fire units are conducting an investigation into the crash. The closure is expected to last for several hours.

No other information about the incident is immediately available. Officer Shenise McDonald, a Cobb Police public information officer, said more details will be coming.

No-parking barricades placed on Sope Creek Bridge sidewalk

Sope Creek Bridge no parking

When the new Sope Creek Bridge opened on Paper Mill Road in 2013, it included widened sidewalks that have been heavily utilized by residents and pedestrians using the trails at the Chattahoochee River National Recreation Area.

They’re wide enough for vehicles to park, and a recent rash of those illegal parkings has prompted Cobb Police to put up barriers that still give pedestrians enough room.

It’s a safety issue, and the reminder and photo come from the office of Commissioner Bob Ott, who said in his weekly newsletter said police are working with Cobb DOT “to design a solution that works with the surroundings.”

Georgia gas prices continue to rise ahead of July 4 weekend

Georgia gas prices New Year

If you’re heading out of town for the July 4 holiday weekend, you’re going to pay a few pennies more per gallon to fill your tank than what it cost last weekend.

AAA––The Auto Club Group, which includes Georgia, said the average statewide increase has been around 8 cents a gallon, continuing an upward trend that has seen prices go up by 25 cents since the start of June.

Georgia motorists are paying an average of around $2 a gallon, and around $30 for a 15-gallon tank of gasoline.

That’s still a lot less than the recent peak of $2.74 a gallon in April 2019.

“Demand levels are likely to ebb and flow in the coming weeks as people continue to be cautious about travel,” said Montrae Waiters, spokeswoman, AAA––The Auto Club Group. “As a result, pump prices will likely continue to increase through the end of July.”

The national average is $2.18, a jump of five cents from last week.

In metro Atlanta, the current average is $1.98 for a gallon of unleaded regular gasoline, and in Cobb County, the average price is $1.97.

You can check more gas price averages by clicking here.

Georgia vehicle registration deadline extended until mid-June

Georgia vehicle registration deadline extended

If your vehicle registration was due to expire between March 16 and June 14, you’ll have some extra time to renew it, depending on the expiration date.

This week the Georgia Department of Revenue announced that the extension applies to “all annual registrations, including personal passenger vehicles, commercial vehicles, vehicles registered in the International Registration Plan (IRP), and temporary operating permits (TOPs) issued at the time of a vehicle purchase.”

“While I have extended this deadline to give Georgians more time to register a new vehicle or renew current vehicle registrations, I strongly encourage taxpayers, especially those whose registrations were originally due in March and April, to register or renew as soon as possible and not wait until June 15th,” Georgia Revenue Commissioner David Curry said.

Drivers who need to renew are encouraged to do so online as more county tag offices start to reopen.

Flooding closes Keheley Road-Eula Drive intersection again

Keheley Road at Eula Drive closed
Cobb DOT map

A waterlogged intersection in Northeast Cobb that was closed last month after heavy rains is shut down again.

Cobb County’s communications office sent a message Thursday afternoon that Keheley Road is closed at Eula Drive for the time being, as another bout of rainy weather is slated to move out of the area.

The water from the rains is running over from a privately-owned late into the intersection.

It’s near Keheley Elementary School, but the closure isn’t affecting related traffic. However, the county’s message said the solution involves negotiating with the lake owner.

The message said the county will monitor water levels before reopening the intersection. Residents aren’t being cut off but some may have to use a detour.
